And since there's a little bit of play acting at the end, which involved reading a fictional note that one of the other guests is supposed to have written on your menu while you were speaking, it usually gets you sitting down amid great chuckles of applause. 

It's popular because it's short and to the point. And it's good, because it's a very easy speech to give if you are not too happy about the concept facing into a dinner where you know you'll be called on to 'say a few words'.
